Everyone needs a constant, secure way to communicate. Telecommunications Relay Services (TRS) allow individuals with hearing and speech difficulties to make and receive phone calls.
TRS facilitates calls between one or more individuals and an individual who is deaf, hard of hearing, deaf-blind or who has a speech disability. TRS calling includes conference calls and calls from one type of relay service to another. All calls are completely confidential, and you can call anywhere in the world 24/7/365. (Long-distance and international calling charges may apply.)

Dial 7-1-1 from anywhere in the country and be connected to the relay service in the state from which you called, or dial the specific toll-free number for the type of relay service you’d like to use.

Minnesota Relay is a free telephone service that uses specially trained communications assistants to facilitate telephone calls between people with hearing and speech disabilities and other individuals. Minnesotans who have difficulty using the telephone due to a hearing, speech to physical disability can get free equipment from the Telephone Equipment Distribution (TED) program.

To file a complaint regarding Minnesota Relay, please email mn.relay@state.mn.us or call 1.800.657.3775. You need to provide the date and time of the relay call, the CA’s identification number, and the nature of your complaint. You may also file a relay complaint with the FCC at 1.888.225.5322 (voice), 1.888.835.5322 (TTY), 1.844.432.2275 (ASL via videophone) or FCC.gov/Complaints.
The North Dakota Telecommunications Relay Service enables people who are deaf, hard of hearing or unable to speak to call or be called by other telephone users. This eliminates barriers and opens the lines of communication to all North Dakota residents. The relay is open 24/7 with no charge for the service.

The Kansas Telecommunications Access Program (TAP) provides free specialized telephone and other telecommunications devices to Kansans with disabilities who can’t use traditional home telephones.

Text-to-Voice (TTY): The user’s typed message is voiced to the hearing caller through a communication assistant (CA). The CA relays the hearing person’s spoken words by typing them back to the TTY user.
Voice Carry Over (VCO): VCO allows hard-of-hearing users to speak directly to a hearing person. When the hearing person speaks to them, the communications assistant will serve as the “ears” and type the hearing person’s response to the VCO user.
Hearing Carry Over (HCO): The speech-disabled person listens to the standard telephone user and types his/her conversation for the communications assistant (CA) to read back to the other party.
Spanish Relay: All relay services are available in Spanish. Todos los servicios de retransmisión están disponibles en español.
Captioned Telephone Service (CTS): CTS allows individuals with hearing loss to LISTEN and READ captions of everything said during phone conversations, just like real-time captions on TV.
Voice Relay Service (VRS): Internet-based equipment that allows a caller to communicate via video conferencing. The call is facilitated by a qualified American Sign Language (ASL) communication assistant interpreter. Learn more at www.fcc.gov/consumers/guides/video-relay-services.
Speech-to-Speech (STS): Individuals with a speech disability may make STS calls, where a specially trained communication assistant serves as the STS user’s voice and repeats responses to the called party if needed.
